The program has been the subject of some criticism because it has done an unimpressive job of placing low-income renter households in high-opportunity neighborhoods, especially in suburban jurisdictions. This research will examine, at the municipal level, what kinds of communities tend to include LIHTC properties and which do not. The receptive communities will be compared to the exclusionary communities in terms of many measures of opportunity offered including school quality, access to gainful employment, and access to transportation. The analysis will also examine the effect of population size, socioeconomic and demographic characteristics, housing stock characteristics, and willingness to accept multi-family development.
