With its huge scales and the complex inhabitants, low-income communities have a flood of impediments in its regeneration. Jiangjiabang is part of them. This article presented a comparative analysis of the advantages and drawbacks between governmentled big scope radical renewal and community-led small scope gradual renewal. After the field investigation, the author took comprehensive consideration of the features of the two methods, the physical situation and social demands of residents in Jiangjiabang. The research demonstrated that because of the problems like the oversize scale, the complicated property right and social network, government-led big scope radical renewal was not suitable in Jiangjiabang. Simultaneously, the troubles like the low income of the residents and the weak forces of community organizations made the community-led small scope gradual renewal cannot be adopted either. Hence the gradual renewal which is run by government and operated by community organizations is much fit for Jiangjiabang. The role of the government in the renewal process is the guide, the encourager and master planner, promoting separate renewal of the dweller and keeping the consistency of the regeneration. The role of the community organizations is the operator, participator and adviser, being involved in the renewal process and influencing the decision of government, guaranteeing the diversity of the development. Consequently, creative renewal model should be invited to deal with the particular case when face lowincome community renewal problems.
