From 2000-2010 to 2010-2020, the agglomeration area of urban shrinking in China migrates from the central region to the northeast, and the population spilover of shrinking towns decreases in a circular pattern. By collecting the data of the last three population censuses and using qualitative, quantitative and questionnaire interview methods, we find out the factors closely related to the phenomenon of urban shrinking, such as geographical location, population structure, urban industrial power, employment positions, public service supply, etc. In response to geographical location and population structure factors, governance strategies are put forward from the perspective of rational formulation of population development policies.
