Researchers and practitioners explored top-down and bottom-up social innovation approaches like community-based planning to converge creative talents, activate entrepreneurial opportunities and renew such areas. However, there are still some confusion about mechanisms or methods to facilitate various roles of participators forming creative neighborhood for collaboration. In response to the problem, this study proposes the research question is how to plan and design entrepreneurial neighborhood based on locality and the contributions from multi-stakeholder collaborations.
