Planning for just and sustainable urban regions, Paris, 8-12th July 2024This paper investigates the complexities of land management in Morocco, highlighting the shortcomings of its land tenure system and the challenges stemming from planning techniques. It examines the legal, institutional, and operational frameworks, revealing how limited consideration of land characteristics in planning processes leads to significant implementation constraints. The analysis addresses governance issues, land programming across multiple levels-national sectoral, strategic territorial, and urban-and the financial and legislative obstacles to land mobilisation. Additionally, this paper assesses the current urban policy to underscore the gaps in land resource optimisation. Finally, it identifies sustainable land use practices and proposes strategies for revitalising land management in Morocco, grounded in international standards and best practices.
