dc.description.abstractMobility policy in Flanders faces major challenges regarding the liveability and sustainability. The Flemish government therefore wants to update the mobility system to the present needs and to launch the sustainable mobility transition. In this respect most mobility transition research focuses on (socio-) technical innovations (software) or infrastructural innovations (hardware), managing the demand side of mobility. However, the role and innovations of the organisational structure remained unclear. This research addresses this hiatus, by analysing the actors and factors of importance and their interconnections within the Flemish mobility system, and secondly by proposing possible orgware improvements. Hitherto there is no clear idea of how different mobility (related) organisations, e.g. companies, lobbies, governments, institutions and projects, are associated with each other. Moreover various innovations of the socio-technical nature challenge the present governance. Because the existing institutions and formal rules are regularly not (yet) harmonized with these innovations. To overcome these challenges and to accomplish the sustainable objectives, one needs to discover the underlying mechanisms and potentials of the mobility systems with regard to the travel, transport and traffic mobility markets. For that purpose, the analysis draws upon the literature of actor-network theory combined with institutional theory insights, both applied on conceptual mobility frameworks. Accordingly, we finally propose a conceptual framework for the analysis of the Flemish orgware, in order to come up with possible improvements regarding sustainability objectives.
