Localization, in the literature, has not a single, unambiguous meaning. Quite often, the act of localization is mixed with “the location” (where something is localized, the result of localization) or localization in the meaning of “making local”. Moreover, these two meanings of localization (the act to localize something and the act of making local) are interrelated, especially in the discourse on sustainable development. “To make local” is quite often seen as a cure of the evils of globalization (Douthwaite 2012). This meaning of localization may also be of relevance discussing allocation of public resources in European cities, through localization as an intervention, to achieve desired changes related to socially and ecologically sustainable solutions. Davoudi & Madanipour further remind us of that “making local” is not only a different process to carry through in every new situation, but also have different and hardly foreseeable effects, depending on pre-conditions as well as the accomplishments and outcomes of the process (Davoudi & Madanipour 2015:3). Even without the responsibility of “making local”, any localization is a complex affair, often with very precise aims, but quite as often with qualitatively and quantitatively different results.
