dc.description.abstract | This paper explores whether discursive vagueness has been used for a long time in planning documents, in the case of the Ile-de-France region. To do so, we analyzed seven main regional plans between 1939 and 2019, with the help of textometry. What emerges is a major pivotal moment in the way regional planning is formulated, between the late 1960s and the mid-1970s. Two phases can be distinguished: (1) a “before” phase in which discourse and rules are intrinsically linked, in a normative and regulatory approach; and (2) an “after” phase in which regional discourse aims above all to support the actions of the various players, largely abandoning normativity and the definition of clear rules. We interpret these results as the reflection of a major change in the planning system in France in the late 1960s, as well as an evolution in the way urban planning norms are written.
