dc.description.abstractThe paper argues that a law reforming the planning system as a spatial government activity is needed in Italy: it is necessary that regional laws descend from new principles and rules to allow for more effective operations in the respective local municipal systems and the vast metropolitan and regional area. It relaunches planning through a plan that can dictate rules not only for the performance of private initiative but also for public policy and concrete actions of the institution responsible for that plan. There are outlined the main contents of the INU proposal, starting from the necessary to move from a plan that exercises public authority (often only formal) to a plan that includes public-private and public-public negotiation transparently and helpfully for the general interest.
