Item Open Access A Comparative Study on Zoning Guidelines for Different Planning Types in China(AESOP, 2024) Qian, Chenli; Huang, Yi; Wu, XiaoZoning guidelines are technical methods commonly employed in various types of urban planning, including comprehensive urban design, landscape planning, regulatory detailed planning, and architectural features and styles planning. These guidelines aim to protect and define urban character, controlling spatial forms in specific districts. Often, when different zoning types are compiled without clear distinctions, redundancy and contradictions can arise, leading to inefficient management. This article, in conjunction with relevant zoning guideline examples, distinguishes between the zoning guidelines corresponding to the four types of planning by comparing their coverage, control objectives, content, and methods. It defines the roles, functions, and interrelationships of these guidelines at different scales. This approach aims to systematically control urban landscapes through a layered and cumulative process, effectively addressing different levels. The framework, using four independent variables: adjusting property rights, changing use, increasing intensity, and improving quality, and five dependent variables: plot form, building type, number of building floors, building density, and setback distance, is applied to the XIAOXIHU historic area in Nanjing, China. The findings reveal that the same planning control conditions can yield different spatial form outcomes, largely explained by value capture paths. The framework is informative for both planning and policy design. It is therefore crucial to maintain ecological performance by balancing the land used for human purposes with efforts to restore or protect natural habitats. Here, we investigate how to transform brownfields into multifunctional urban green infrastructure. We use a GIS-based multi-criteria evaluation model to prioritise the brownfields in Rouen metropolis. We show that (1) the integration of site suitability and urban ecological demand is required, (2) Coupling Coordination Degree serves as an appropriate model for determining the interaction and coordination of site suitability and urban ecological demand. This paper commences with an examination of the historical evolution of the relationship between development zones and towns, followed by an exploration of the imperative for their integration. Using the South Jiangsu region as a case study, the paper establishes a framework for analysis based on the theory of scale reconstruction, termed as 'power-space' re-scaling analysis, and delves into the various types and distinguishing features of governance practices concerning the integration of development zones and towns. The research highlights the following key points:(1) The integration of development zones and towns represents an inevitable and progressive stage in the evolution of their relationship, and urbanization in Southern Jiangsu has transitioned into a new phase characterized by the integration of development zones and towns, facilitated by institutional innovations.(2) The reformation of integrated governance mechanisms for development zones and towns manifests in four distinct types: linkage platforms, cooperative agreements, administrative consolidation, and embedded proxies.(3) Examining the subject relationship, spatial domain, and governance structure across various integration practices reveals a discernible pattern of business alienation indicative of re-scaling dynamics." Small towns, under the dual pressures of the suction effect from larger cities and rural revitalization policies, face elevated development risks. This paper proposes pathways to enhance the resilience of the social-ecological system of shrinking small towns through the territorial spatial planning. These pathways include enhancing buffering capacity both within and beyond urban development boundaries, strengthening self-organisation at all levels, and improving learning capacity through dynamic assessment and adjustment. The aim is to proactively mitigate the risks faced by shrinking small towns, improve residents' quality of life, and offer insights for China's high-quality urbanization development and governance. The Prague case(AESOP, 2024) Bittner, JanThis paper aims to present a novel interdisciplinary framework investigating the phenomenon of urban transport based on behavioural aspects of mobility interaction with the built environment in the Czech-specific context. The central research question lies in testing the influence of the accessibility of local amenities on car dependency within the suburbs of Prague. The work utilises an activity-based modelling technique, quantifying individual travel behaviour using geolocated travel diaries. The method is based on two regression models, measuring (i) PKT (person kilometres travelled) and (ii) the number of regular car / PT users. Local amenities accessibility constitutes independent variables, whereas personal socio- economic background plus built environment characteristics control variables. The sample comprises suburban residents who are parents of at least one child aged 0-15 and state their home geolocation. An important factor is that the city of proximity has to be created with the support of a wide process of participation with the actors involved and interested in its realization. Starting from these premises, this study - carried out in the framework of the research project PRIN 2020 SUMMA #20209F3A37 - aims at presenting the process of participation and the proposed project interventions for the regeneration of the former fair of Rome, interested by dismission and then isolation from the rest of the neighbourhood. It involves collaborative efforts among public, private, non-profit organizations (NGOs), and civil society stakeholders to address community needs through regeneration policies and practices. Incentives play a pivotal role in fostering cooperation and acceptance of regeneration initiatives. This paper examines the effectiveness of urban regeneration incentives in promoting collaborative planning in Zeytinburnu, Istanbul. Zeytinburnu, a significant player in Istanbul's regeneration scene, has extensive experience with incentives. The study examined collaboration and governance strategies in the incentive process through a set of in-depth interviews with key stakeholders, and the hypothesis coding method for analysis. Findings reveal shortcomings in stakeholder involvement, transparency, and expectation fulfillment. Feedback mechanisms highlight conflicts and the need for continuous improvement. Transparency, participatory frameworks, comprehensive stakeholder involvement, justice, and conflict resolution emerge as crucial for successful regeneration initiatives. These insights contribute to urban regeneration management and societal endorsement of constructive incentives regeneration schemes might offer.Item Open Access Adaptive Planning in China: Research Progress, Implementation Effectiveness, and Future Prospects Based on Knowledge Mapping and Meta-Analysis(AESOP, 2024) Mao, Yanyun; Zhuo, JianAdaptive planning aids in addressing nonlinear urban changes through dynamic adjustments. This study employs knowledge mapping and meta-analysis methods to examine the progress and effectiveness of adaptive planning research in China over the past two decades. The results indicate that China has focused on the application of adaptive planning in environmental areas, gradually expanding to territorial spatial planning. Key areas of focus include ecological protection, urban renewal, and transportation development. The overall effectiveness of adaptive planning implementation in China has been positive, though attention is needed on developing multiple alternative plans, enhancing community participation, and increasing long-term investment in adaptive processes. This study identifies adaptive issues and response strategies within the Chinese planning context, aiming to enrich the global research system of adaptive planning. The analysis focuses on the cross-boundary migration behavior of enterprises at both the inter-prefecture-level city and intra-prefecture-level city levels. The key findings are: (1) Despite the highly contiguous urban development in the PRD region, few enterprises choose to migrate across prefecture-level cities. (2) Driven by cost considerations and the local industrial network, urban boundary areas have become a significant target for enterprise relocation. (3) County/district and street boundaries within cities do not impose constraints on enterprise migration. Instead, intra-prefecture-level city migration is relatively frequent. Drawing on an urban political economy framework, this paper analyses two French urban renewal projects as a commodification and a privatization of neighbourhoods that have been characterized for decades by a public or quasi-public land ownership and by non-market-oriented forms of management. I argue that under certain conditions, urban renewal may produce different types of urban rents, which are mostly appropriated by private stakeholders. This paper investigates the role of state and local governments in these processes to underline the existence of public strategies favouring the profitability of private housing development and the production of urban rents in these areas. A mixed-methods case study in the Italian city of Bergamo examines this relationship, focusing initially on two models of aging in place: senior housing and home ownership. Preliminary data reveal individual differences in social life and in the use of urban space between the two groups. The research, which aims to investigate how to support healthy “aging in place”, could involve policymakers, urban planners, and architects in promoting inclusive and age-friendly urban environments, by introducing a new perspective to aging in place studies. According to some authors, it provides some ecosystem services (well-being, food, water catchment, biodiversity ) contributing to creating more liveable cities. Although these functions are recognised, not all municipalities integrate those functions into urban planning. The survey conducted on 240 land-use local plans and their integration of UA and Urban Domestic Gardens functions and issues reveal that the most expected functions are environmental, landscape management and social. We also observe that these topics are considered more in the presentation part of the plan that remains more declarative than operational and regulatory. There seem to be contextual and technical constraints on the implementation of regulatory mechanisms to preserve and develop these areas. This paper aims to verify the strategies, approaches, and projects associated with local cross-border cooperation, discuss the implications and effects, and generate reflections on the defined and unexploited opportunities to interact with municipalities within and outside the inner area's boundaries. The findings indicate that cross-border strategies are linked to healthcare, education, and mobility services. However, all the examined documents fail to make explicit indications that one municipality must cooperate with another to activate such an asset or system. The new local strategy must take advantage of the proximity of the nearby inner areas to boost integrated regional development and better exploit the territorial capital. The passengers’ experience and view of the culture and identity of these port cities is discussed within the context of the non-place theory (Auge, 2010). This paper will present a comparative study method based on literature review and personal interviews of cruise visitors’ experiences, evidenced and measured through different taxonomies (envelops). This urban endeavor, while aiming to revitalize the waterfront area and enhance the connectivity, has prompted concerns about its impact on the social, physical, daily life practices and the overall identity of locale. Focusing on the social context of urban regeneration, the study aims to discover public attachment patterns in Karaköy Salıpazarı district post urban regeneration Utilizing Location-Based Social Media data, the study conducted sentiment analysis based on Google Maps reviews published in the last year. The data underwent Neuro Linguistic Programing (NLP) process within Microsoft Excel Azure Add-in, and subsequently mapped by employing spatial interpolation methods in ArcGIS. In conjunction with the hot spot analysis of overall ratings and review density heat map, the study claimed that the regeneration efforts in area do not fully align with the needs of city dwellers.Item Open Access Assessing regional potentials for green hydrogen infrastructure planning in Germany(AESOP, 2024) Andersen, Caroline; Schulwitz, MartinGreen hydrogen offers significant advantages in terms of sector coupling and electrification of energy systems. To ensure a reliable hydrogen supply chain in regions, there is a growing need for hydrogen infrastructure planning. Strategies need to take into account spatial characteristics of supply and demand as well as existing regional potentials. The aim of this study is to develop a holistic approach to assess regional potentials in the context of green hydrogen infrastructure planning by considering both technical and socio-economic factors. A principal component analysis was carried out in NUTS-3 regions throughout Germany. We identified four indices representing regional hydrogen and location potential. A cluster analysis was used to identify region-specific needs and requirements. This will benefit the planning process for developing regional hydrogen strategies.
